From April 30, 2004, the Ministry of Communications and seven other ministries jointly issued the "Implementation Plan for the National Overload Restriction," marking the start of a three-year centralized effort to address overloaded vehicles. At a recent conference on tackling overloading in 2007, it was reported that significant progress had been made over the past three years, with the state planning to establish a long-term mechanism to manage overloading by 2008. This initiative will focus on controlling illegal overload vehicles, particularly those exceeding 55 tons.
Over the past three years, the efforts have led to a major shift in the trucking industry. Before the restrictions, more than 80% of trucks were overloaded, but this has now dropped to under 10%, with several provinces like Beijing reporting rates below 3%. Despite an average annual increase of 15% in the number of vehicles, road traffic accident rates have decreased by about 15%, and economic losses from overloading have fallen by around 16 billion yuan annually.
According to statistics, over 1.9 million illegally overloaded vehicles were investigated and dealt with during this period. Additionally, 385 illegal car products from 79 companies were canceled, and 27,000 non-compliant models were banned. More than 400 maintenance licenses were revoked, and 3,614 unlicensed operations were shut down. The government also implemented a compulsory vehicle certification system, prompting 45 manufacturers to recall 1.3 million defective vehicles. Toll reductions for trucks over 10 tons reached up to 30%, saving over 7 billion yuan in tolls for fresh agricultural transport.
Minister Li Shenglin, head of the National Leading Group for Overloading Control, emphasized that the current phase focuses on long-term governance rather than short-term crackdowns. He highlighted the need to target illegal vehicles that exceed bridge load capacities and to strengthen enforcement against criminal activities such as illegal “car carrier†escorts and resistance to law enforcement.
To support these efforts, nine ministries including the Ministry of Communications and the Ministry of Public Security issued a notice outlining measures to improve legal frameworks, enhance monitoring systems, and promote joint governance. These steps aim to create a more transparent and efficient system for managing overloading.
Industry experts believe that the long-term mechanism will ultimately benefit auto manufacturers and operators. Liu Keqiang, a marketing manager at Shaanxi Automobile Group, noted that the reduced overload rate has led to increased demand for heavy trucks and lower vehicle wear, reducing service costs. However, he also pointed out regional disparities in enforcement and stressed the importance of standardized management to ensure fair competition.
Truck analyst Gong Yunan praised the weight-based toll policy as one of the most effective solutions. Although initial trials in Jiangsu, Henan, and Qinghai showed success, nationwide implementation remains limited. Currently, 19 provinces have adopted weight-based tolls, but only on highways and some provincial roads. Expanding this policy could reduce reliance on administrative enforcement and make overloading control a market-driven process.
With continued efforts, the goal is to create a safer, more sustainable transportation system that benefits all stakeholders.
