Well-known companies have moved out of the ring
Beijing has become the only region in China to successfully implement energy-saving and emission-reduction measures, according to recent reports. On November 23, officials from the Industry Development Department of the Beijing Municipal Development and Reform Commission revealed that over 140 high-energy and high-pollution enterprises, which did not align with the city's functional goals, have left Beijing’s urban areas this year. The relocation efforts have mainly targeted chemical companies concentrated in the southeast part of the city, particularly well-known firms that once dominated the industrial landscape.
Before their relocation, coking and chemical plants in Dajiaoting and Shantou in Chaoyang District were major contributors to pollution. According to data from the local environmental protection department, these facilities ranked among the top five in terms of wastewater discharge, exhaust emissions, and chemical oxygen demand in the district. Nearby, there were also numerous smaller chemical companies, many of which were established in the 1950s. As Chaoyang developed into a central part of the city, the pollution from these plants began to negatively impact the quality of life for nearby residents and the overall image of the capital.
The relocation process started in 2005. In 2006, the Beijing Coking Plant was moved to Tangshan. More recently, in August, the relocation and transformation projects of Beijing Dongfang Petrochemical Co., Ltd.’s organic chemical plant and Huali Co., Ltd. were officially launched. On November 20, Huai’er Chemical Corporation began shutting down operations at its original site and started dismantling equipment. Its main production facilities are now being relocated to the existing plant area of Fangshan Yanhua Company. Additionally, new chemical production bases have been set up outside the Fifth Ring Road in Daxing and Fangshan districts, with most companies either already relocating or planning to do so soon.
The Beijing Municipal Development and Reform Commission emphasized that the relocation is not just about moving factories but also involves restructuring products, upgrading technologies, and implementing cleaner production methods. The goal is to elevate the industry standard and prevent new sources of pollution. Contaminated soil from former sites will be remediated and repurposed for other uses.
Thanks to these effective energy-saving and emission-reduction efforts, Beijing became the only region in mainland China to meet its energy conservation and consumption reduction targets in 2006. However, with the upcoming 2008 Olympic Games, the pressure on energy conservation and pollution control remains significant. The city is committed to ensuring that all polluting industries are out of the Fifth Ring Road before the Olympics, further demonstrating its dedication to environmental improvement and sustainable development.
