Well-known companies have moved out of the ring
Beijing has become the only region in China to successfully implement energy-saving and emission-reduction measures, according to recent reports. On November 23, the Industry Development Department of the Beijing Municipal Development and Reform Commission revealed that over 140 high-energy and high-pollution enterprises that did not align with the city's functional orientation have been relocated from Beijing's urban areas this year. The relocation of industrial enterprises, especially chemical companies concentrated in the southeast of the city, has been a major focus. Many well-known chemical firms have already moved out.
Prior to their relocation, coking and chemical plants in Dajiaoting and Shantou in Chaoyang District were among the largest sources of pollution in the area. According to data from the Chaoyang Environmental Protection Bureau, these facilities ranked among the top five in terms of wastewater discharge, exhaust emissions, and chemical oxygen demand in the district. Surrounding these large plants were numerous smaller chemical companies, many of which were built as early as the 1950s. As Chaoyang developed into a central part of the city, the pollution from these factories began to affect both the quality of life for nearby residents and the city's image.
The relocation process started in 2005. In 2006, the Beijing Coking Plant was moved to Tangshan. This year, the Beijing Dongfang Petrochemical Co., Ltd. Organic Chemical Plant and Huali Co., Ltd. launched their relocation and transformation projects. On November 20, Huai'er Chemical Corporation began shutting down operations and dismantling its equipment at the original site. The main production facilities of the organic chemical plant have now been moved to the existing Fangshan Yanhua Company site. Meanwhile, new chemical production bases have been established outside the Fifth Ring Road in Daxing and Fangshan districts, with most chemical companies either having already relocated or planning to do so soon.
The Beijing Municipal Development and Reform Commission emphasized that the relocation is not just about moving factories, but also involves adjusting product structures, upgrading production technologies, and implementing cleaner production methods. The goal is to elevate the industry and prevent new pollution sources. Contaminated soil from former sites will be remediated and repurposed for other uses.
Thanks to the effectiveness of energy-saving and emission-reduction efforts, Beijing became the only region in mainland China to achieve energy conservation and consumption reduction in 2006. However, with the upcoming 2008 Olympic Games, the pressure to maintain environmental standards remains high. The city is committed to ensuring all polluting companies are moved out of the Fifth Ring Road before the Olympics, further reinforcing its commitment to sustainable development and a cleaner future.
