The Shenzhen Environmental Quality Improvement Action Plan, which was just announced and implemented, proposes to implement the three major quality improvement actions of water environment, air and green development to comprehensively improve the environmental quality of the city. Before the end of this year, it is necessary to achieve initial results in the improvement of pollution of transboundary rivers. The water quality of the river crossing section has been significantly improved; the quality of the air environment has been further improved; the ecological environment has been restored to meet the national environmental protection model city review and acceptance standards.
Before the end of 2015, the environmental infrastructure was well-equipped, the main rivers reached the functional zoning requirements of surface water environment, other rivers were not black and odorless, and the ecological functions were gradually restored; atmospheric combined pollution was effectively controlled, the number of ash days was significantly reduced, and the air quality was remarkable. Improvement; the ecological security pattern has basically taken shape, and the quality and level of human settlements have increased substantially.
The action also proposed that the Municipal Development and Reform Commission should be responsible for studying and formulating policies and measures for collecting sewage charges according to the displacement of traditional fuel vehicles and increasing incentives for new energy vehicles. At the same time, study and formulate on-street parking management policies and charging standards to guide the rational use of cars.
The air quality improvement action calls for the promotion of National IV vehicle diesel in the city by the end of this year. From July 1st, 2013, the new vehicle of diesel vehicles will be put on the card (including vehicles transferred from different places) to implement the national IV emission standard of motor vehicles, and the emission of new exhaust pollutants will be reduced by 23,000 tons from the source. Before 2015, we will strive for new vehicles for motor vehicles. On the card, the vehicle's national V emission standard was implemented, and the emission of newly added exhaust pollutants was reduced by 59,000 tons from the source.
To enhance the operational requirements, starting from July 1 this year, the scope of the yellow label vehicle will be expanded to more than 20 road sections; before the end of 2015, the yellow label vehicle will be restricted in the whole city.
