The upcoming ballot question in Warrenville regarding the selection process for Fire Protection District trustees could significantly impact the district's stance on future consolidation efforts within DuPage County. Voters serviced by this fire protection district will decide on April 7 whether the board overseeing the district should consist of elected or appointed trustees. Currently, the three-member board is appointed by the DuPage County Board Chairman.
William Mennell, a resident who gathered over 1,600 signatures to place this binding question on the ballot, noted that citizens have minimal say in choosing their district trustees. "The people should be the ones deciding who spends their tax dollars," he remarked. Mennell serves as the president of the fire protection district board, yet he emphasizes that it was community members—not trustees—who initiated the ballot question.
Back in 2012, a consulting firm hired by the county recommended that DuPage collaborate with fire protection districts to explore consolidation opportunities. Warrenville was among the districts analyzed before the recommendation was made. However, the consultants concluded that Warrenville was financially stable and already delivering high-quality fire and ambulance services, thus not requiring consolidation.
"Our belief is that larger isn't necessarily better," Mennell stated. In contrast, Board Chairman Dan Cronin, who has received praise from Governor Bruce Rauner for his efforts toward consolidation, questioned the motives behind the group advocating for this ballot initiative. He pointed out that county officials have consistently sought to enhance transparency and accountability within the fire protection district.
"Resistance has been evident," Cronin noted. The district adopted DuPage's ethics policy but declined to sign an enforceable intergovernmental agreement. Additionally, county officials have repeatedly encouraged joining the West Suburban Fire/Rescue Alliance, which aims to decrease emergency response times and facilitate resource sharing. Despite these suggestions, Cronin mentioned that Warrenville has shown no interest in participating. He emphasized that his primary concern lies in ensuring the district operates efficiently and safely, regardless of whether trustees are elected or appointed.
Mennell countered by stating that the district is indeed collaborating with neighboring fire departments to share resources and services. Kate Perkins, a former trustee actively campaigning for the ballot question, argued that Warrenville must have a say if consolidation discussions arise. She added, "Appointed trustees would only answer to Dan Cronin since he appoints and dismisses them."
