On Saturday, May 2, 2015, the Gurnee Police and Fire Departments conducted a mass casualty training exercise at Woodland Intermediate School. The goal was to improve coordination and speed up emergency medical response during critical incidents.
Traditionally, police secure an area before calling in medical teams, which can delay treatment for injured individuals. This drill tested a new method: officers would sweep a room without fully securing it, allowing paramedics to enter first for triage and initial care. This approach aims to provide faster medical assistance in hostage or active shooter situations, potentially saving lives.
Gurnee police conduct similar exercises twice a year at high-traffic locations such as Six Flags, Gurnee Mills, and local schools. These drills help ensure that emergency responders are familiar with the layout of these areas in case of an actual crisis.
The U.S. Navy also took part in the scenario, playing roles within the simulation. Firefighters from Grayslake, Waukegan, and Zion joined the effort, along with school staff who helped create a realistic environment.
The exercise began with the fire department responding to a broken leg injury at the school. However, the situation quickly escalated when shots were fired, prompting police involvement. From there, the scenario could unfold in multiple directions, depending on how the teams reacted.
William Meyer, an administrative commander with the Gurnee Police Department, explained that the simulation was designed to mimic real-life conditions as closely as possible. Moulage techniques were used to simulate injuries like burns and broken bones, adding to the realism of the exercise.
In the drill, terrorists were not clearly distinguished from students, reflecting the uncertainty that often exists in real emergencies. Gurnee is not the first to adopt this strategy—similar exercises have been held in places like Bristol, Wisconsin, just weeks earlier.
